YARNSCOMBE COMMUNITY RESPONSE TEAM

The team was set up primarily to co-ordinate a support system for the vulnerable residents in the parish when a significant event would affect the running of and living in the village. The co-ordinator of the team is currently Cllr Newberry.

 

It came into its own during the Coronavirus (Covid-19) pandemic in 2019/2020 and the lock downs that followed. A number of volunteers in the team assisted many vulnerable members of the community by collecting shopping and prescriptions. A number of local businesses also delivered to the village.

PUBLIC RIGHTS OF WAY (PROW) WARDEN

To help manage the vast network, DCC relies on the Parish Paths Partnership (P3) Scheme, which partners with local town and parish councils to carry out smaller maintenance tasks (like strimming vegetation) at the community level. Strategic advice is also provided to the council by the independent Devon Countryside Access Forum. 

 

• An assessment of the condition of the rights of way, in order to find out what work needs to be done.
• Developments and improvements – upgrading and re-opening paths by undertaking practical work such as vegetation clearance, repairing stiles and waymarking, in consultation with farmers and landowners.
• Events – helping people to feel confident about using the network by organising, for example, guided walks and rights of way days.

ROAD WARDEN

This post can carry out preventative maintenance tasks that help slow the deterioration of the road surface and support the overall condition of the network. However, any defect that poses a risk to public safety (meaning it meets our intervention criteria) must be repaired by DCC Highways maintenance teams.

 

Examples of work that may be approved under the scheme include:

• pothole repairs (that do not meet DCC safety intervention levels).

• clearing weeds

• cleaning road signs

• cleaning drainage features (for example, gully gratings).

• grass cutting and managing verges for wildlife

• repairing fingerposts

SNOW WARDEN

Snow Wardens work on behalf of their local council or community organisation, not Devon County Council. They help deliver locally agreed winter maintenance support, which may include:

 

• Ordering grit and salt supplies
• Keeping a register of trained volunteers
• Receiving and responding to local weather alerts
• Organising volunteers to clear snow
• Organising volunteers to spread grit when icy weather is forecast
• Encouraging responsible and appropriate use of salt

WEBSITE ADMINISTRATION

All aspects of administering this website are forwarded from the Parish Council, Village Hall, Parochial Church Council and, probably most importantly, the residents of the parish of Yarnscombe.

 

The parish council is legally obliged to include information in relation to its finance and policies which are forwarded to the administrator and uploaded accordingly.
